Scientific computing standards

This article makes a very fair point. Journals do care about lab standards, very much...yet software and code quality is usually overlooked. In the same way that the right tools should be used in any lab for high-quality publishable results, we should care a lot and be very demanding regarding procedures and tools behind software-backed research results. Scientific computing should not be amateur. Anyone seen some sort of "software lab protocol"?
