This looks like a procedure for surgeons. It takes at least 15 seconds, and 12 steps to wash your hands properly according to the NHS. There seems to be an obsession with healthy stuff down here. Stickers of tests on higyene abound in public places. That's a bit odd. My guess is that this is not pretty effective in actually making people adopt the habit consistently, although I guess you're sort of forced to take a bit longer washing hands when this thing is on display right in front of you. But turning off the tap with the elbow? never seen anyone doing that, and if I would, phobias and mental conditions would quickly come to mind. I'm pretty sure the Dutch would never put on a thing like this in a toilet, even though according to this book they have been traditionally very "fastidious" with cleaningness, at least for european standards. That's all thanks to the lovely NHS....
